ACTICE SHOOTER INCIDENT (ASI) FACTS

Between 2000 and 2019, the FBI identified 333 distinct Active Shooter Incidents (ASI).

 

Out of these incidents, there were 2,851 casualties. 1,062 people were killed and another 1,789 were injured.

 

From the year 2020 to 2021, ASIs were up 52.5% and casualties from these incidents were up 48%.

 

Police intervention is vital to the resolution of ASIs and Law Enforcement (LE) apprehended or eliminated 63% of active shooters. The median LE response time for these ASIs was 3 minutes, but data collected by the FBI showed response times could be as high as 15 minutes.

The average time it takes to call 911 after the first gunshot is 5 minutes. This is because people may not know what the sound was or may try to investigate it. Once they confirm a shooter, they call the police. 

The typical ASI lasts 12 and a half minutes and is usually still ongoing when LE arrives. 

Using the above data on casualties, response times, and length of ASIs, it is clear that on average, 9 people are shot per incident and someone is shot every 90 seconds.

So what does this mean for you and your people?

8 minutes. 5 minutes from the initial shot to the initial call and 3 minutes for the police to arrive. AT BEST. 8 minutes sounds quick, but it will feel like a lifetime during a hostile incident. Stress and fear will be out of control. Chaos will be everywhere. If you call the police, they WILL come, but you and your people will be responsible for reacting during that 8 minutes. 

Within that 8 minutes, at least 5 of your people, your friends and associates, will be injured or killed. That number will likely be higher if the shooter is determined and feels like they have a purpose. In that 8 minute window, doing nothing is not an option. DO NOT WAIT. It is time to GET READY and STAY READY.

DON'T NAME THEM PROJECT

One of the more important initiatives appearing in recent years regarding active shooter incidents is the "Don't Name Them" project developed by Texas State University. 

The Don't Name Them project aims to stop active shooters from achieving the fame and sensationalism they might be trying to gain by perpetrating an attack on innocent people. From dontnamethem.org:

"It is journalistically routine to name the killer. It’s public record and it is important to use their names and likenesses to apprehend them and bring them to justice. However, once they are captured, it’s really no longer a part of the story,  other than to create a call to action for a like-minded killer to take their plans and thoughts and make them into deeds."

NONPROFIT SECURITY GRANT PROGRAM

The Nonprofit Security Grant Program offered by the Federal Emergency Management Administration (FEMA) aims to, "provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies." Nonprofit organizations, especially religious organizations, should look into this program to help fund the hardening of their facilities. Application to the program in necessary to receive the grant and can be accomplished at fema.gov

NATIONWIDE SAR INITIATIVE (NSI)

The Nationwide Suspicious Activity Reporting Initiative was developed by the Department of Homeland Security (DHS) to,  "provide law enforcement with another tool to help prevent terrorism and other related criminal activity by establishing a national capacity for gathering, documenting, processing, analyzing, and sharing SAR information." (dhs.gov)
